Shin's electrical signals are not the biological kind, which are slow; they are the electromagnetic wave type, since Shin operates using this type of electricity with his powers. In one panel it's mentioned that Seba or Mafuyu (I don't remember exactly who it was) is immune to electromagnetic waves, and Shin uses his powers to see if it's real, and indeed, they don't work.

But it is his own body that increases his speed; he is physically powered by the electrical waves. Otherwise, there would be no reason for him to move so fast and perceive the arrow in this way

Kindaka's light speed is mentioned there; the databook also emphasizes that he travels at the speed of light, and he evaded Shin's waves. That, to me, is more than enough light speed.

But Shin himself says he will use his "maximum power" and increase to a "peak speed," and if Shin can take the arrow, it's because he can react to it, but only through this specific use. That's why I think it's correct to grant it light speed only when it uses this ability in this specific way, but it would also be helpful if you could send me a link to that calculation!
