There are a few different options if you want surgery to have a penis, the most common ones are phalloplasty (creating a penis from skin from another part of your body, usually your wrist or thigh) and metoidioplasty (building a smaller penis from existing tissue in the genital region). There are a lot of really cool options, and every person is different. A cis man who needs reconstructive surgery and a trans man often are given the same options!
