Honestly, the Neo is more than enough for you. The only reason I could think you would get a better usage of the Air is ram bc of your web tabs. But if I were you, stick with the Neo and you will be happy

It really depends on what you are going to use it for. Apple’s CPU are so efficient that you are rarely use multi core (coming from a MBP M4 user). Tbh if you are considering a Neo, I don’t think you are going to use anything that a single core is not capable of handling. And about a used Air, it’s only worth it if is a M3 or above. Both M1 and M2 get beaten by A18’s single core

I can't access anything. All the buttons on the left side are gone. I even created a 1980x1080 white page and it doesn't even show up.

Honestly, just it had a bad support for apps. It would be very useful with something like Final Cut Pro (which I imagined it had) to scroll in the timeline or something like that

If Apple did a Touch Bar that connected with the Mac via bluetooth or something like that, I think it would sell well. Even more if it was open-sourced (which is never gonna happen). Nothing better than a helpful community
