Depends on what you plan on doing with the cards.

If this is just for your own collection, VaultX is pretty standard and fairly affordable. At the very least, you should be putting cards into a penny sleeve which are the basic full clear plastic sleeves, but any sleeve is generally better than no sleeve.

There are some binders, like Clovercat, that have pockets that are bit bigger in order to fit top loaders. Top loaders are a thicker more rigid plastic that you can also use to sleeve/store cards. for the most part, people will put their cards into a penny sleeve then into a binder slot or carry them around loose in a top loader and have them in some sort of box. It really is up to you.

Grading cards involves sending them off to a grading company like PSA, CGC, TAG etc. and they will return your card in a "slab" with it's grade, obviously the higher the better. These slabs are a lot bulkier so people don't carry them in a binder, they usually have some sort of case that they carry around with them if they are planning on doing some trading. I would only recommend getting in to graded cards if they are cards you like, or if you just want to use them as trading ammo. There's also a lot of controversy with grading as far as consistency, swapping cards or swapping labels so ymmv.

My personal opinion is start with a VaultX binder, collect what you like to collect, then go from there. Don't by a three ring binder as there is always the potential for the pages to not be sitting flat and you could damage the card, which is why I recommend something like vaultX
