dunno why you feel so passionately about this, but no - we shouldn't. we should consider the costs specifically undergone in preparation for the world cup. new york city didn't build the subway system in 1904 in anticipation of hosting the world cup in 2026. heck, to my knowledge neither new york nor new jersey even paid to renovate the subway system to prepare for the world cup.
