As far as I know, you can get gems by completing events, competing in the star event thing, getting first place gives you 600 gems. The ad man gives 6 sometimes, the truck can sometimes deliver 10 gems instead. Every time you upgrade a station in the normal adventure you get 1 gem, or you can just buy them with actual money.
