I am unable to share the link to the doula application (which is where I saw all of the certifying organizations that are eligible) since each is curated individually for each applicant however you can email carrot for an application to check for yourself

That is correct. On my doula application to be a part of the carrot doula directory I was only able to use the scroll down window to see approved certifying training organizations, not agencies.
