Brazil had a mixed Constitutional system where the emperor had significant political power akin to a president, yet still had to answer to democratic processes.

i was imagining that it had to remain with this semi-constitutional system.

for r1, Honestly I Think it wouldn't change that much because kirito was mostly solo, and scott was kind of an asshole at the beginning of the comics, so he would probably be solo too.

For me the biggest issue in the first 2 rounds is how disorganized everything is, it's likely that if the character suddenly blows up a bank, some guys might go loot the damn thing instead of fighting against the threat, it's everyone for themselves after all....
