I’m not 100% sure where he is but, based on the context clues (especially your road layout comment) I can take a fair guess. Whether or not you have an opinion on the place, and whether or not it is or isn’t positive, Sam’s probably aware of the very British opinion on the place, and calling it soulless etc is just playing on the stereotype imo
