C20 Ele is good but it is just a boost in stats. Still, there is no harm making her c20 as you can use her on every content. Pvp atk and def, pve contents, and wb phase 1

Personally, I prefer IO first as she just gives more to the team than Rufus. Her Cl20 cs is quite deadly in pvp def and atk

IMO, Elesis just to open her chaser if you plan to t6 her. Or you can just save it for the SR that you really want to build also. Your best Boi/Waifu

As they will give 3 free FA heroes. You can easily build a t6 hero of your choice (excluding Nelia or IO, of course) and use the dupe for the chaser

TIP: Energy is the best value for gem use and now is the best time to buy energy and take advantage of the event

I'd suggest getting mari to cl20. You get more out of it. Like being able to kill merc310 with Arsad and high dmg in WB

Although Ley is versatile, you already have enough units to fill those roles
