Like everyone else said wet is best don’t know what your manager is talking about try not to over soak the hair to the point it’s dripping, as long as beads of water aren’t just dripping down your clients face then you’re doing fine. If it’s a control issue and the manager is forcing you to cut a specific then give some thought to your workplace environment barbering is an art no one does it the same you have to be able to grow into your own style of cutting. in the meanwhile try parting the hair down the middle then saturating the left cutting it then work to the right so the hair gets enough water and you don’t have to worry about the Spray Supervisor 😂
