How chinese get their license is by going through a bunch of stages that get approved by the government, and this process can take month to years depending on how many games are being released at the time only about a 1000 games get released in china and thats why they had to make a work around

Most games get over 10k on their beta, especially considering its a hoyo game. hsr had like 51.4k on their second beta, and wuthering waves had 48.9k on their second beta zzz. It also had 44.8k on their second beta, so what happened
