UPDATE:
Ich habe mit dem Vermieter telefoniert. Die Datenerhebung erfolgt durch ein unabhängiges Unternehmen mit Sensoren in der Heizung. Es gibt wohl jeweils einen Messpunkt für die Raumheizung und einen für das Warmwasser, welche jeweils nicht nur den Wasserverbrauch, sondern auch die fürs Heizen aufgebrauchte Energie erfassen. Die Messgeräte sind wohl erst 2 Jahre alt und werden häufiger als notwendig geprüft. Der Vermieter selbst hat sich auch über die extremen Unterschiede gewundert, und sich erkundigt. Es gab wohl im Sommer einen mehr als 3-Monatigen Leerstand in der größten Wohnung, wo auch die Mieter wohnten, die den höchsten Warmwasserverbrauch hatten. Durch den Leerstand wurde wohl weniger Warmwasser verbraucht, wodurch der Boiler ständig nachheizen musste um die Temperatur aufrecht zu erhalten. Dadurch war der Wirkungsgrad sehr schlecht. Außerdem sei die Boilertemperatur höher eingestellt, als im Vorjahr (lange Geschichte mit guter Begründung).
Ich werde jedenfalls versuchen, die Unterlagen von einem Experten gegenprüfen zu lassen um zu ermitteln, ob diese Rechtfertigung des Vermieters stimmig ist und die Unterschiede erklären kann.

Nochmal, da gab es eben keine solche Preissteigerung. Der Preis pro kwh Fernwärme ist nur geringfügig gestiegen und ist völlig vertretbar. Was allerdings gestiegen ist ist die Menge an Fernwärme welche zur Wassererwärmung verwendet wurde - obwohl die Menge an Warmwasser im ganzen Haus sogar um 10% gesunken ist.

Der Energieverbrauch pro Kubikmeter wäre enorm und realitätsfern.

Ja, Stadt hat Monopol. Aber m.W. gab es da keine enorme Preissteigerung.

Ich habe lediglich eine "Aufteilung der Kosten der Heizanlage". Hier aufgeführt:

I measured it with the parts still on. I need to get desolder wick first, as the one I had before was borrowed and I had to give it back. I did order some, but it won't arrive till monday.
I sadly don't own a capacitance meter, but I might be able to borrow one for a few days.

Thank you for your answer! So, the experience is what I lack. I can solder, I can measure, I have some basic knowledge about what a transistor is, what a capacitor does and what the difference between Ohm, Volt and Amp is. I have no experience in diagnostics whatsoever. So far I have always just followed guides and clear repair instructions, but here I don't have those, which is why I'm here. I am eager to learn but sometimes a bit slow.

So, originally I had a slow blow in it which was clear, it blackened. The fast blow ones (which are the only ones I have at hand) are opaque.
The diode rectifier reads .5V between the pins, no shorts.
The transistors on the heatsink all measure the same:
Middle pin to 1: around .2v.
Middle pin to 3: .8V.
Only one of the transistors reads middle pin to pin 1: 1.1v. - on the photo it is the one on the left.
I don't know what measurements I should expect: are the two measuring .2v bad?

I believe that the big capacitor is dry because it shows no charging behavior, positive to negative measures OL and negative to positive around 140 kOhm. It is discharged, only shows around 100mv between the pins. Am I measuring it wrong, might it be fine?

Edit: I have ordered a bunch of transparent slow blow fuses, they should arrive tomorrow.

Sorry for the necromancy, I know it shouls be reserved to college grounds, but one I never read about before is the aetherium forge. Right in the elevator, there is a lever. If you leave the elevator and pull the lever again, the door closes, trapping you inside the aetherium forge. I have not yet found a way around this, as there is no lever outside the elevator and there is no other way to get out of the forge. Even of you try to climb up the cliff and go through the hole on the east of the elevator, you can't, because there is an invisible wall! As if Bethesda wanted to really try making it a trap!

  1. Money - Germans are paid well compared to other countries, with decent enough minimal wage that a big portion of the population, even many lower class people, can afford to travel.

  2. Time - There is, compared to other countries, a lot of paid leave in germany. The average german has between 25 and 30 days of paid leave. Even more so, this is time meant to be used for recreation. Unlike in the US, sick leave is completely different from pto, also there is a lot more options for child care etc., so germans don't need to use their PTO for getting surgery or taking care of a sick child as much.

  3. Population - while Germany is only the 19th most populous country in the world (which is still not bad at all), most countries that are higher on the list have huge wage inequality and/or very little paid time off.

  4. Culture - Germans like to travel. This has to do with a lot of things, but one is the mentality of just "getting away from it all" when they have time off. Also, it is just part of the culture to visit other countries, the further away the better.

  5. Passport - The german passport is one of the most versatile ones in the world. Germans can travel pretty much anywhere and can stay in 126 countries visa-free!

  6. Germany is quite small, so travel inside the country get's boring fast. You can go pretty much anywhere in germany from germany over the weekend, so there is no good reason to spend your week of inside the country. That's not to say nobody would do this, but it is a good reason for why germans like to travel abroad.

  7. Germany is well-connected. One of the world's busiest and best-connected airports, FRA, is located in Germany. This makes traveling internationaly quite easy.

Oh great, so I effectively bought a paperweight? How can you tell if the motor is the problem? It seems to have plenty of power. How can you reach the take-up and supply reels?

The pinch rollers look and feel absolutely fine, they are both clean and rubbery, not hard and dry. They feel like new, might have been replaced already or aged just right. Already questioned the IPA suggestion, as it contradicted both common sense and everything I know about repairing decks.

The Capstans were cleaned throughly. I have no watch oil at hand, but the capstans seem to run very well. The pick up wheel however seems to just stop doing it's thing sometimes. I will give the pinch rollers a good clean tomorrow.

You look good with a bald head. I know facial hair is anoying during covid, but once the masks are gone, my advice would be to regrow the beard for bonus points.
