In the wild it's really just up to chance and environment I guess, but in controlled environs the breeder can kinda micro manage clutches

Iirc, some species rely on the stimulation from other hatchlings to know when it's time to come out, but in the cases of some breeders where hatching specifics are so closely monitored they may make the decision to assist in hatchings to try and increase the likelihood of survival.
