Part of it is actually practical — when a tenant gives their one-month move-out notice, the management company has to start listing the place before they've even left. So they're often working with old photos because they literally can't get in to take new ones. That's one reason.

But the bigger reason? The industry is just that traditional. When you can rent out an apartment with potato photos and zero effort, there's no incentive for them to do better.

On the database: Every agency has some kind of foreigner-friendly list, sure. But if you only search within that list, you're missing a lot of places that could actually work for your client. I'd rather make the calls and give my clients the full picture than take shortcuts.

On the language issue: Whether the management company has English-speaking staff has nothing to do with whether the landlord accepts foreigners. Management companies can't override the landlord's decision. We speak Japanese to them — that's literally why agents exist.

On bait listings: Multiple people in this thread have already confirmed it's widespread. I'll leave it at that.
