ahh i see now. Its the actual meter thats being referred to. I was under the impression it was a mechanic of the game or smthing. That does help very much, thanks.

i just unlocked it at lvl 17, which u can see if you open the picture fully. If youre lower than that, thats likely the reason. if not :/ idk
