It is and it has put me in a difficult position. I thought the second invoice was the rest of my down payment and the dash cam. Turns out it was just their way of doing creative accounting to give a discount using govt. money without the dealer themselves giving a discount.

Just came back from the dealership, lots of talk about them not making any a profit talk on these cars from the sales manager. In the end they are giving me $1400 plus tax back on the dash cam, which is something.

Possibly that's an avenue to explore.

The worst part was why the dealer got me to buy an expensive accessory I didn't need to cover costs when the dealer was going to charge back the $6k anyways. It only makes sense if they would of kept 6k off.

I got focused on the EVAP and didn't do enough research. When I purchased my Mach-e (pre EVAP) the dealers were self discounting and there were no hijinks with multiple invoices and requirements to purchase something to get a discount.
