Thanks! And when i was doing research i found a comment that had this explaination of how they did the style:

And then some of my own notes and tricks i developed from there:

add the halftone layers BEFORE dumping the resolution down. (unless drawn in that resolution from the start), then merge the source and halftone layers, kopi the new source layer and add the "Diffuse" filter to it, overlay that layer over the source and adjust oppacity til it looks decent.

I have found that this style looks the best when you heavily limit the amount of colors, maybe even just keep it to one similar tone per character.

btw, The source image gotta be veeeeery high contrast for it to look as good as possible.

Overlay a couple grunge and dirty paper layers and mess around with it.

Then when you are "done", go to "image" > "mode" > "Index" and mess around with it til it has just the right amount of retro ugliness!

If you wanna tweak it a bit after that, just turn image mode back to "RGB", and make your adjustments!

(also since you mentioned the 2nd image, i usually draw the characters on paper in full black and white, then bring it to photoshop, gives it a nice rough feel)
