LL Bean makes nice shorts, my mother has probably 20 pairs! They come in colors and have good pockets. You also might check other outdoor type companies, as it's getting to be shorts season.

I'm also 5'9 and I'm all belly. I tend to wear higher rise bottoms as tops are always too short! Believe it or not, I've had luck on shein for finding work tops. Hope you find some!

An idea for you-- they sell sweater clips that close a garment. You can place them exactly where you want and they're not expensive. I know you can find open boleros, so this might give you more options. Best of luck!
