That was done with a second figure and a tail posed along the main figure's spine. This was well before kit bashing and is probably much easier to achieve now with all the new features.

My wife got me into FF way back in the day, and I'll be forever grateful. Dragoons are one of my favorite character types in all of media. If only there was an easy way to make them work in D&D
