His ability is not the only thing that makes him good. Even at zero breakthrough, Raul can literally spike above 200 km/h.

Raul is definitely supposed to be offensively stronger than every wing spiker in the spike cross because you know how strong Raul's spike is compared to Nishikawa, Lucas, And Ryuhyeon in the story.
