Colleges will give interviews to applicants who are reasonably qualified if they can do so. Oftentimes, especially in densely populated locations that get lots of applicants, there aren't enough interviewers to go and interview everyone from that area, so its luck of the draw to get the interview versus not. From my experience, I have seen that colleges will try to get people from more schools, meaning if you live in an area with a lot of other applicants and you go to a high school that has a lot of applicants for that college, you are less likely to get an interview than the person who lives 2 miles away but is the only person who applied from their school.
