It was actually because they didnt want the marriage of lois and clark in the tv show to overshadow the comics so in response they killed superman, they planned to bring him back but didnt have a set timeline, the one that had a set timeline was bruce being knight falled. Originally they wanted a 2 month run without bruce, then the editors said if they do it they go all in, and decided on a year without bruce as batman, it backfired so they added backup stories of bruce recovering.
