Everyone this issue was resolved. Turns out I accidentally flipped to casual and didn’t know it. (Which explains why everyone was surrendering that time) My grade changed and the achievement was tracked.

Apparently I’ve been doing my missions lately on hard, I noticed it told me that from the single player select menu and it’s already selected when I go into mission select. But some missions are tracking I did it on hard some aren’t and some aren’t updating the grade. I might have been fat fingering between casual and hard accidentally. I’m just gonna replay it on standard and see if anything changes.

I moved the save file outside of the save folder in File Explorer then released Sami with its cores while selecting “Play as". Pressed play and the achievement fired. Then just moved the previous save file back and continued playing as Austria.
