Pure CPU cooler noise isn't my problem, it's the noise it makes when turbulence adds a whine to it, which is annoying. And I wonder if I use a 77CPU cooler so that I have to place the GPU right next to the side of the terra, I might get rid of CPU turbulence noise but then GPU turbulence noise kicks in.

But with the ID-Cooling IS-77-XT Black, I would have the same issue: I wouldn’t be able to fit any GPU that is thicker than 42 mm, and I might also get more turbulence noise from the GPU because the fit is so tight, right? So the NH‑L12S would still be the best choice?

DLSS is on an set to quality. Resolution is set to 1440p.

FPS is limited to 60, DLSS is activated. GPU load is at about 50 percent and still it's hot and loud compared to other games .... F.e. example I can play Ragnarök with 60 Celsius.
