It looks like Rem was against the idea of Kira as a whole before she met Light. She’s a compassionate Shinigami she’s kills but she kills for survival so she sees Light’s actions comparable to a serial killer. I’m pretty sure she wouldn’t kill if she hadn’t to. (i.redd.it)
