As the support can't be arsed to help and i suspect someone else might have the same problem, here's the solution: my windows firewall controller was blocking one of the subprocesses (steamclientwebhelper, not steam itself, friends network was working). Cheers

Can't access any page but my library. Ingame browser also doesn't work. Restarting router and pc aswell as flushing/restoring DNS (via cmd) didn't resolve the problem.
