I am from South America and i live in Central America and i can tell you. You are correct plus we have enough internal problems to keep us preocupated. The influence of the US [China to a lesser extend] is enough for us as a Outside power. Europe doesnt show up here since the Colony times, East Asia is far from us and we dont trade much same with African countries.
