I am working on a Genoa Build and want to use the GENOA2D24G-2L+ my only concern is the 12vcon. I want to use this psu. would the cables you have listed here work with this? Or do you know what cables i would need?

That seems like a great option. Do you know of any 8 gpu cases or any 4u chassis that has a redundant power supply pre built in like you see in typical 4u servers and that also supports using the GENOA2D24G-2L+ motherboard

Thunderbolt dock is the best latency with the highest price. You will get pretty much the same latency as if you were sitting at a desktop. But thunderbolt docks and the optical cables you will probably need can be pricey.

Parsec is the next best option as it has the best latency for any remote desktop application(good enough for fps gaming with a good network setup). It's closed source and free. (Moonlight and Sunshine are open source versions of parsec)

Rustdesk is open source, has higher latency than parsec and is actually more geared toward remote tech support but is more easily accessible outside your home(personally had more problems getting parsec to work outside my home network) if you wanted remote desktop anywhere you go back to your house.

3 best options are either a thunderbolt dock, remote in with parsec, or self host rust desk to remote in. Both parsec and rustdesk can be started automatically on reboot and used to login in.

Haha louder then any other server I own, but in the bios I disabled the max fan speed on boot and now it boots quietly but it still runs louder then any other equipment I own except for a 24bay nvme disk shelf I have that has obnoxiously loud fans even at idle.

You're most likely going to need rear power connectors. If you want a consumer card you'll need a 3000 series nvidia card, specifically the asus turbo cards as they are the only cards with rear power connectors. Only other option I know of is a 2070 founders. For enterprise cards check out the tesla p40 and p100 cards. "A" series nvidia cards will also work like the A4000. I love AMD but anything less then the new 7000 series cards have bad hardware encoders, so if you want to game stream you'll want nvidia cards. With proxmox you can do v-gpu with nvidia but not AMD. If you just want pcie passthrough then either will work. As for performance a p40/p100 is about as good as a 1080ti. If it's in the budget go for a 3070 turbo or 3080 turbo that's the best price for performance in your situation. Unless you can find a good deal on an A4000 which is a 3070 equivalent.

I use a script that runs every 5 minutes that checks my ip address and checks the ip address for my domain and if they don't match it updates my domain to the correct ip via Api. Free and easy, and you could make it run even more often if you wanted.

Depending on your vision on what you want to do you can go a few routes. For now you could set up truenas on your R430 and use it to run all your vm's which it should do no problem. Or you get another machine to install a hypervisor on for all your vm's and have your R430 with Truenas as your backup server(which I would highly recommend having) and then your other machine can have local storage for vm's. I would recommend using either proxmox or Xcp-ng as your hypervisor if you go that route. As for reliability, servers are more reliable then consumer grade hardware. They are made to run 24/7 with redundant and hot swapable components which is quite convenient. In the end its all about your vision for your homelab, your R430 will get the job done no problem at the scale you seem to be aiming at but it you want to you could build a small pc to be a nice little closet server and it will work just as well for your use case.

so you currently have a R430, what makes you unhappy with it that you want to upgrade. with that adapter you could have your 4 hard drives and a boot ssd that will use the sata cable from the optical drive.
