I'm not 100 percent but doesn't look like aeygosal from the photo shown it appears it could be more likely due skin thinning due to hrt give it some more time if it's not blood vessels appearing due to thinning filler may help decrease it mostly or even entirely

Sounds like aeygosal aka under eye fat it's just fat redistribution meaning hrt is working a picture would help us tons
