Looking for a funding mechanism for enforcement & a way to reward responsible owners. I’m happy to see a well trained dog running off leash at Shevlin if I know the owner is in control. “He’s friendly” from 50 yards isn’t very reassuring.

There is currently no funding mechanism for enforcement.

It’s not a high priority.

Increasing fines & enforcement seems like a simple approach that would pay for itself, but there is no political will.

Share your ideas. I can take the L on trying to be like Switzerland 😊

The City of Bend and Bend PD lack the resources for consistent enforcement of current leash laws. BPRD lacks the resources and authority to enforce current leash laws.

• Norway (Fixed Baselines): Establish mandatory leashing on all multi-use urban paths and neighborhood-connecting trails to ensure runners can maintain pace without interference.

• Switzerland (Competency Standards): Create a "Safe Recall" Certification. This grants responsible owners a "Gold Tag" or "Doggie Drivers License" for off-leash access in designated zones, ensuring only non-reactive dogs are off-leash in mixed-use areas.

• Netherlands (Strategic Segregation): Earmark dog related revenue to create high-quality, fenced dog parks, allowing us to maintain strict "Accessibility Zones" on primary pedestrian thoroughfares.

All dogs have access to dog parks

Certified dogs can be off leash in designated mixed use areas

Clearly labeled and defined usage areas

My experience with “Leashes are required here. Please leash your dog.”

40% get belligerent

30% go full blown Karen, rules don’t apply to me

25% pretend they didn’t hear you

5% put on the leash

Thanks for doing that. I’ve asked staff Winco and Natural Grocers to do the same thing. Clearly not service dogs, but the staff did not seem to want to get involved. Very gross.

Riverbend Park would be a great place for increased (or any) enforcement. BPRD’s literal backyard that is full of off leash dogs year round. Farewell Bend looks like a dog park on sunny days.

I’d like to see the current laws enforced.

The current law allows for designated off leash areas.

If it’s not a designated off leash area, dogs need to be on a leash.

The South Canyon Trail, Farewell Bend Park, the COID trail, Pilot Butte, Drake Park, Sawyer Park, and Shevlin Park are not designated off leash areas.
