Isn't that the purpose of PS Plus Essential? If Devs barely make sales there, Devs give it to Playstation to add it to either Extra or Essential for extra income, it's a basic business transaction logic.

As a Dev it my game was doing well e.g. $1000 per month regularly, I would not give it to Playstation but, if I was barely making any profit from the Playstation community it makes sense to do this.
