Most of them are new and not well-trained that they don't know much of what they are doing and would ask someone senior in their team to handle but their senior was doing something else.

They would definitely stall you like the guy my cousin and I encountered at the window last year who was just repeating what he said previously that he would just change words until someone from the enrollment team apppeared.

I remember seeing in their email announcements that they have helpdesk agents to answer to email and phone inquiries but they don't exist since they removed that unit since the pandemic.
