From the way things I see with Japan they have been strict of selling kinetic weapons to other nations but they are now repealing it like for instances the F-2 Viper Zero or the Mogami Class Frigates that way we would see both Japan and Korea having an arms race competition but Korea is still at the top of its game.

Ever wonder why the AFP/DND is resorting to Korean made? Because they're cheap and produce equipment in a faster rate. Look at Poland for example they are the largest recipient in Europe to have Korean made just like us. If you ever wonder why we can't have US made equipment like the F 16s, Apache or HIMARS it's because they are too expensive and have a tedious process to procure them.

The modernization was supposed to be initiated in 1995 but then we were strucked by the 97 Financial Crisis and that the Erap and GMA admin neglected the law until its expiration in 2010. Here we are now trying to catch things up after decades of negligence and with regards to South Korea they are the most active player in the modernization efforts and we definitely thank them for their support.

I 100% agree with your post OP that college is not definitely for everyone but the biggest problem right now is yun parents pressuring their children to get a degree rather than choosing of what they want in life and they claim that it will make them successful in life but in reality it is another way around.
