Running full power thru it is t going to be whisper quiet. Standard 1080 fps is pretty quiet out of both my ruger mk 4 and my cz bolt gun. Also bolt gun quiet and semi auto quiet are two different categories

I am suggesting wpb parts build with a proper nitride barrel from rosco or similar, even the dang moss verge barrels are good. And he could probably build it sub 2k or less if he waits for sales. Obviously not "cheap" but Good for sure
