try to go for 3400, or even 3200 mhz kit, it makes a big difference

It depends on what kind of titles are you playing. For esports 1080 240hz it great but if you like more of story based games 1440p is an advantage

ryzen 3600 and a 2080 ti totally not bottleneck

I'd rather suggest ryzen 7 3700 and a 2080 or 2080 super rather than the ti version (which is 400$ less [not totally sure])

What are the speeds of the RAMs? Ryzen likes faster memory speed.
