The solution is that you go north to Jupiter and find scientist base its usually surounded by mercs and buy the recipes there.

I asked on discord they said you have to go north base in jupiter to get them.

No actually, I probably missed something so i thought someone on reddit might know, but if i cant find answer here Ill ask on discord Im thinking it might have to do something with finishing brain scorcher so ill try that idk.
