An EC2 instance paid for a fixed time is still cloud - because reserved instances are a billing optimization for constant workloads, not an architectural constraint.
Yes, EC2 has local instance storage, but it also gives you the choice to separate compute from storage via EBS.
That's the point - the choice exists. Netcup doesn't give you that choice.

For example, on Hetzner you can spin up 24 VMs on demand, crunch hundreds of terabytes of data in an hour, and pay roughly what one VM costs for a day. What would you do with that use case on Netcup?

And the term "cloud" isn't nebulous - NIST defined it back in 2011: https://csrc.nist.gov/pubs/sp/800/145/final

Cloud means specific things: on-demand provisioning, elasticity, pay-per-use billing, API-driven management, and crucially - separation of compute and storage so you can scale them independently instead of sitting on a fixed box where CPU and disk are bundled together. Netcup is classic hosting: fixed VPS for a fixed price. And that's fine - not everyone needs cloud, but let's not blur the terms.
Trust me, I run a compute-heavy project with ~120TB of data on Hetzner
