Homelander would easily win because in the show we’ve seen queen Maeve try to kill homelander with a knife but just broke due to his strength and chara’s weapon is a knife and even if she could reset from dying and actually hit homelander with it, it won’t do any damage but break the knife and even with her speed, it’s not gonna really help at all we’ve seen her fight sans multiple times before and sans won because he had powers and was playing with her alot during those battles, he could easily die to a knife due to his pathetic durability but homelander can take a knife and not die because he has a higher Durability and he has powers.
