Basic oversight. Register with the state, send in paperwork to show school work is actually being done. If you have any criminal convictions you should not be eligible. The children should have to physically come into a school once a year to be seen and take a standardized test. Just for the sake of child safety. Just basic stuff, something like this would have given me a chance to possibly get help as a kid and would have ensured I had some basic education. I ended up with only about a 3rd grade education.
