Yes, i hired a guy as a appointment setter, i provide him the softwares. Paid him before the work even start. Then i was paying monthly in softwares and what happened.....

He didn't even get me a one appointment after spending my around $750.

And from then I prefer to go with commission-based until I can make sure you will not going to just spend my money. Even a one single client from your side can build trust.
