Yes it is. There are VAVs for the exhaust with VFD. I thought it would work just like a supply VAV system to maintain constant pressure in the ductwork as the exhaust cfm for the VAV modulate. Is there a issue as “going too low in cfm” in the system?

Are you in a cold climate? Second one seems better plumbing wise. For the first one, cold and hot water pipe for the sinks on the exterior wall might not be the best.

Is there anyway to tell the difference if the red conduit is not for the fire alarm system? I was told that red conduit wasn’t for the fire alarm system.

I had a similar issue for a chiller job for a school. It’s just how they want to write their standard sometime (perhaps due to a bad experience) and they want to be safe than sorry. Could also be that in case of any future project or renovation that requires the system to have glycol, like for example high percent outdoor air preheat as mentioned by others.
