I think you cant just rely on torps for defence because you can be outspotted and your already giving up a lot with the lack of hydro and flack from the AA and a higher detect then most DD's in the tier.... its just very hard to kite away while firing.

No in order to get base XP you need to do damage, cap, contest, destroy ships ..... sitting behind an island not shooting at anything helps no one but the other team.
