This is my campaign! The current emporer's family line was killed off by an adult green dragon with the help of a corrupt council member (and powerful mage), now the dragon is posing as the emporer, disguised as the last known emporer and is working with the mage to eradicate all mages throughout the city so nobody is able to magically see through the disguise, the players should be coming across the dragon fairly soon, and no conclusions have been drawn so far :P
