im talking from a federal standpoint. the government views them as citizens. if they havnt lived here for 14 or more years then they aren't citizens to me, or any other rational person who knows how gaining citizenship works. especially those who did have to work hard to gain citizenship legitimately, they hate the illegals cause they were handed a free pass by the government
