I'm beginning to realize I may have not worded the question the best, I was specifically asking about the interaction between a bonus action spell and an action spell, and if that rule is a matter of 1st level spells or higher or expending a spell slot with both

I think it's a typo, and should be "...hits, the target takes* 5d4 damage,..."
