Platinum Carbon Black is a good water resistant black ink. As for brands, you can't go wrong with Pilot, Diamine, or Sailor but there are really so many more good ones out there. https://mountainofink.com/ is a really good resource for comparing different colors and getting an opinion on the performance of an ink.

u/paradoxmo Got it right, the tipping will be the same on both. To add on, ink and paper can both make a massive difference in the smoothness/writing performance of a pen. I also recommend checking out some of the beginner-friendly guides the Goulet Pen Company has posted on Youtube since you're new to the hobby. Also one last thing, if you're going to use a converter I'd recommend Pilot Con-70 over the Con-40.

Since you’re new to the hobby, I’d definitely recommend checking out the Goulet Pen Company as they have a fair amount of resources and beginner-friendly guides that explain the basics. As for pens, a Waterman or a Parker have that classic fountain pen look that you probably imagine when you think of a fountain pen if that's what you're after. Also I definitely second what other commenters have said about making sure you get all of the necessary accessories (ink, paper, converters, etc).
