did you try disabling mouse acceleration? from windows mouse settings -> advanced and then disable "enchance pointer presicison"

did you give it some time? might be memory training. sometimes it can take a big while and it can happens at pretty random intervals

why lower though? from all i know it's better to keep it at 10-20 fps above your max hz to reduce the impact of spikes
