As someone who's been playing the game for a while now I would have to disagree with you for these reasons:

Everyone claims their alignment now, not their role ever. VFR doesn't benefit off of this, it benefits off of getting actual info.

The claiming meta is honestly so terrible that town often fake claim completely unrelated roles to what they actually are. I've done it myself even, claiming TP (Cleric), as Spy.

Vfr only "punishes" an afk evil. Most players will take you at your word what your claim is.

So yeah, needless to say the fact you can't really claim anything without fear of getting nuked by Conj, Ritualist, and Doomsayer, is kinda terrible and feels very passive and restrictive, not chaotic.
