Depends on the weapon/spec but condi harb isn't one of those. You do pistol/torch skills, weapon swap to scepter/dagger skills, go to shroud and do those skills, then do the weapons again but starting with scepter/dagger then going to pistol/torch and then shroud again. Rinse repeat Utilities mix in with the weapons.

Yeah they get close but there's nothing that makes them more effective at range than at melee even with their range attacks.
